MCT is committed to transparency, accountability, and ethical conduct in all of our activities. We encourage employees, grantees, partners, contractors, beneficiaries, and members of the public to report concerns or suspected misconduct.

 

Confidentiality
All complaints will be treated confidentially to the fullest extent possible. Information will only be shared with those responsible for reviewing and investigating the matter. MCT will take reasonable steps to protect the identity of complainants and any individuals providing information during an investigation.

    Types of Concerns You Can Report
    MCT welcomes reports regarding:

    • Fraud, theft, embezzlement, or misuse of funds
    • Corruption, bribery, or conflicts of interest
    • Mismanagement of projects, grants, or resources
    • Violations of MCT policies, procedures, or codes of conduct
    • Ethical misconduct by staff, consultants, partners, or grantees
    • Harassment, discrimination, retaliation, or abuse of authority
    • Environmental or social harm associated with MCT-supported activities
    • Concerns related to Green Climate Fund (GCF) funded projects
    • Any other activity believed to be unlawful, unethical, or inconsistent with MCT’s values and obligations.

     

    Anonymous Reporting

    You may submit a complaint anonymously by leaving the Name and Email fields blank.Please note that if no contact information is provided, MCT will not be able to request additional information or provide updates regarding the status of the complaint. Where possible, we encourage complainants to provide at least one method of contact.Anonymous complaints will be reviewed and assessed in the same manner as other complaints.

     

    Protection Against Retaliation
    MCT is committed to protecting individuals who report concerns in good faith. No employee, grantee, partner, contractor, or stakeholder will suffer retaliation, victimization, intimidation, or adverse treatment for raising a genuine concern or participating in an investigation.This commitment is outlined in MCT’s Fraud Prevention and Whistleblower Protection Policy.

     

    What Happens After You Submit a Complaint?

     

    Complaint Classification
    Upon receipt, MCT will assess the nature of the complaint and determine the appropriate review process. Complaints involving fraud, corruption, misuse of funds, misconduct, retaliation, or other integrity-related concerns will be handled under MCT’s Fraud Prevention and Whistleblower Protection procedures. Complaints relating to environmental or social impacts of MCT-supported activities may be handled through grievance resolution processes, which may include consultation, mediation, stakeholder engagement, corrective action planning, or other appropriate measures.

    Step 1: Receipt and Review

    All complaints are received and reviewed to determine their nature, seriousness, and whether additional information is required.

    Step 2: Preliminary Assessment
    MCT assesses whether the complaint falls within its mandate and whether an investigation or other action is warranted.

    Step 3: Investigation or Grievance Resolution
    Where appropriate, an objective and confidential investigation will be conducted. Investigations may involve document reviews, interviews, consultations with relevant parties, or referrals to appropriate authorities.For complaints involving environmental or social impacts, MCT may pursue a grievance resolution approach that could include consultation, dialogue, mediation, stakeholder engagement, or corrective action measures to address concerns and seek appropriate resolution.

    Step 4: Resolution and Corrective Action
    If misconduct, non-compliance, or adverse impacts are substantiated, MCT will take appropriate corrective measures in accordance with applicable policies and procedures.

    Step 5: Follow-Up
    Where contact information has been provided, MCT will endeavor to acknowledge receipt of the complaint and provide updates on the process, subject to confidentiality requirements and legal considerations.

    Oversight and Accountability
    MCT’s Chief Executive Officer (CEO) has overall responsibility for implementation of the Fraud Prevention and Whistleblower Protection Policy. To ensure independence, the CEO does not participate in investigations and instead reviews investigation reports and recommendations once completed.Responsibility for receiving and managing complaints is delegated to designated officers, while the Board of Trustees provides oversight of MCT’s integrity and accountability framework.MCT also maintains mechanisms for receiving complaints through auditors and other authorized channels as described in the Fraud Prevention and Whistleblower Protection Policy.

    Green Climate Fund Accountability Mechanisms
    For concerns related to Green Climate Fund (GCF) funded activities, complainants may also contact the appropriate independent GCF accountability mechanism.

    Integrity-Related Complaints (Independent Integrity Unit)

     

    The GCF Independent Integrity Unit (IIU) receives allegations related to:
    – Fraud
    – Corruption
    – Coercion
    – Collusion
    – Obstruction
    – Retaliation against whistleblowers
    – Sexual exploitation, abuse, and sexual harassment
    – Other integrity violations associated with GCF-financed activities

    Social and Environmental Grievances (Independent Redress Mechanism)

     

    The GCF Independent Redress Mechanism (IRM) addresses complaints from individuals, communities, or other stakeholders who believe they have been adversely affected by the environmental and/or social impacts of a GCF-funded project or program.The IRM may facilitate problem-solving processes, mediation, dialogue, dispute resolution, or compliance review to address concerns and help achieve fair and appropriate outcomes.
